Eleazar orders firing of cop nabbed for KFR, illegal drugs

PHILIPPINE National Police (PNP) chief, Chief, Police General Guillermo Lorenzo T. Eleazar on Saturday ordered the PNP Internal Affairs Service to immediately begin the summary dismissal proceedings against a rookie cop arrested on charges of kidnapping and illegal possession of drugs and weapons.

To be subjected to dismissal proceedings is Patrolman Josen Nino Ramos, a member of the PNP Drug Enforcement Group (DEG) who was arrested along with civilians Conrad Liwanag, Ryan Joshua Turla and Oliver Asentista for their purported involvement in the kidnapping-for-ransom of a Chinese national in Quezon City.

The three civilians were identified as criminology graduates and batchmates of Ramos. Eleazar said that he will see to it that the three civilians will be blacklisted in the PNP and won’t be allowed to apply in the force.

Eleazar stressed that the police force has no place for personnel like Ramos who taint the integrity of the organization. “Nadis-armahan, nakakulong at nahaharap sa patong-patong na kaso si Patrolman Josen Niño Ramos matapos siyang mahuli na sangkot sa pangingidnap ng isang dayuhan sa Quezon City,” he said.

“Gaya ng ating ipinangako, hindi ako mag-aatubiling magtanggal ng mga utak-kriminal na pulis, gaano man sila karami, matiyak lamang ang kalinisan sa aming hanay lalo na at may ipinatupad na kaming mga programa sa aming recruitment program kung saan inalis natin ang palakasan para matiyak na ang mga kuwalipikado at mga best applicants lang ang makakapasok sa PNP,” the top cop added.

Eleazar ordered the National Capital Region Police Office (NCRPO) headed by Major Gen. Vicente D. Danao Jr. and the PNP-DEG headed by Brigadier Gen. Remus B. Medina to dig deeper into the illegal activities of the suspects.

A report from the NCRPO showed that members of the Q.C. Police District Station 11 responded to a call for assistance of a security guard who became suspicious of the presence of several persons in a vehicle who had introduced themselves as policemen in front of Mezza Residences long G. Araneta Avenue in Bgy. Doña Imelda on Thursday evening.

When personnel of the QCPD Station 11 Police-Community Precinct 2 arrived in the area, the suspects identified themselves as PDEG confidential informants.

Suspicious of the group, the QCPD operatives led by Senior Master Sergeant George Ferrer conducted a search of their vehicle and found a half-naked and handcuffed Chinese national inside. The Chinese was identified as 29-year-old Chen de Jia.

The officers informed the suspects they needed to be brought to the police station for further investigation but Ramos intervened and introduced himself as a member of the PNP-DEG and claimed they arrested the Chinese national in an anti-illegal drug operation.

However, a check with the PNP-DEG Special Operations Unit 4-A, to which Ramos belongs, revealed that no anti-illegal drug operation against any Chinese national had been coordinated with the QCPD Station 11 or the PNP-DEG headquarters in Camp Crame.

During questioning, the Chinese national identified the suspects as the armed men who kidnapped him and demanded 450,000 yuan or the equivalent of P3,563,060 for his release.

QCPD director, Brigadier Gen. Antonio C. Yarra said that his men immediately placed Ramos and his cohorts under arrest.

The cop was stripped of his PNP-issued Canik 9mm semi-automatic pistol with three magazines containing 40 live ammunition.

The policeman also yielded two bladed weapons. A black Yamaha NMAX motorcycle with two improvised plate numbers being used by the cop was also impounded.

On the other hand, Ramos’ cohorts yielded a cal. 40 pistol with two magazines containing 16 bullets, a fan knife, a folder knife and plastic sachets containing 141.03 grams of suspected shabu.

A Mitsubishi Lancer with plate no. XRM-727 being used by the suspects was also impounded. Also recovered inside the vehicle was the plate no. TKY-293.

All suspects are now under the custody of the QCPD Criminal Investigation and Detection Unit and are facing charges for kidnapping and violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, before a Q.C. prosecutor’s office.

“I commend the QCPD for its quick action regarding this matter and I also expect a quick resolution of administrative cases against this policeman that would pave the way for his dismissal from the police service,” Eleazar said.
