Eleazar jubilant over Congress assurance of PNP dev’t program

PHILIPPINE National Police (PNP) chief, General Guillermo Lorenzo T. Eleazar on Sunday thanked the Senate and the House of Representatives for assuring the passage of the P128 billion PNP Revitalization and Capability Enhancement Program which will be implemented for 10 years starting 2022.

The program will help further improve the ‘move, shoot, communicate and investigate’ capability’ of the police force specifically in procuring more aircrafts, watercrafts and motor vehicles as well as firearms and protective equipment and build more police stations.

“I attended committee hearings of the House of Representatives Committee on Public Order and Safety at napaka-swerte ko naman na sa akin pa natapat na inaprubahan sa Committee na yun at eventually sa session yung aming Revitalization and Capability Enhancement Program,” the top cop said.

Gen. Eleazar also made a courtesy call on the Senate last week where senators supported the allocation of P20 Billion Pesos each for 2022 and 2023, to support the first two years of the program implementation.

An average of P11 billion would then be allocated for the succeeding eight years, in a bid to further modernize the PNP.

“These amounts will cover the basic equipage fill up of the police force, in terms of its move, shoot, communicate, and investigate capabilities. We expect that at the end of this 10-year period, lahat ng aming basic equipage requirement ay kumpleto na,” the PNP chief said.

The Revitalization and Capability Enhancement Program, according to Gen. Eleazar will fund the construction of 400 police stations which are currently erected in parcel of lands not owned by the PNP.

Aside from upgrading police stations, also included in the program is the improvement of existing crime laboratories in the provinces, custodial facilities, training institutions, barracks facilities and hospitals.

Gen. Eleazar added that all the basic handguns and assault rifles requirement, which include those that would be distributed to additional policemen which would be hired in the 10-year period, would be covered in the budget.

“That also includes four helicopters and four fixed-wings or mga eroplano plus the mobility assets or re-fleeting kasi every five years nagpapalit siya,” he said.

“So nagpapasalamat tayo sa ating Pangulong Rodrigo Roa Duterte at sa Kongreso na at least maibibigay na sa atin ang lahat ng kailangan ng PNP,” he added.

The Revitalization and Capability Enhancement Program was submitted by the PNP in 2019 to the Congress.

The proposed budget for the PNP Revitalization and Capability Enhancement Program, according to PGen Eleazar, is on top of the regular appropriations of the PNP under the annual General Appropriations Act (GAA).
