THREE newly-promoted Philippine National Police (PNP) one-star generals on Friday took their oath of office before General Guillermo Lorenzo T. Eleazar at Camp Crame.

The three are Brigadier Generals Gregory B. Bogñalbal and Nestor A. Salcedo, both members of PNP Academy Class 1994, and Brig. Gen. Emmanuel T. Hebron of PNPA Class 1993.

Bogñalbal is currently the Senior Executive Assistant to the PNP chief while Salcedo and Hebron are both from the PNP Internal Affairs Service.

Speaking before the newly promoted officers and their families, Eleazar commended the promotees in this significant landmark of their career in the police service.

“Ang bituin sa inyong mga balikat at karagdagang ranggo ay sumisimbolo ng inyong mga sakripisyo, kasipagan, at pagtitiyaga ngunit kaakibat din nito ay ang napakalaking responsibilidad at hamon na panatilihing maayos at mas makabuluhan ang pagserserbisyo sa ating bansa at sa ating mga kapwa Pilipino sa gitna ng mga pagsubok at pandemyang ating kinakaharap,” he said.

The PNP chief also explained that as the PNP pursues sincere reforms in policing, they need to maintain the highest ethical standards and measures of accountability which are indispensable in enforcing and upholding the rule of law.

“By adhering to ethical standards and implementing accountability mechanisms as part of the way we measure police performance, we can make governance and police reforms go beyond rhetoric and actually deliver the quality service that the Filipino people expect and deserve. That is how to win the public’s trust and confidence in the police,” he said.

“May this important milestone in your careers empower and inspire all of you to do what is right, legal and just, at all times… Together, let us continue to make great strides as we genuinely transform the PNP into a well-disciplined, reputable, credible, and professional police force collectively that could be banked on by the Filipino people towards a better and brighter future!” the top cop added.
