Eleazar bans fighting cocks in police stations, camps

PHILIPPINE National Police (PNP) chief, General Guillermo Lorenzo T. Eleazar on Friday ordered the removal of all fighting cocks, cages and all dirty and unauthorized structures inside police camps, stations and buildings as part of his ‘exaggerated cleanliness’ program.

Eleazar instructed all 17 Police Regional Directors, their Provincial and City Directors and Chiefs of Police to see to it that each time they inspect their men in the field, they will be also inspecting the back portion of their stations, Police-Community Precincts and other facilities and remove fighting cocks, dens and cages, dirty kitchens, ‘kubols’ and other makeshift and unauthorized structures.

The PNP chief issued the directive amid complaints from several concerned citizens regarding the presence of some ‘sabungeros’ from the police force who have even brought their ‘panabong’ at the back of their stations and offices.

“Gandang umaga po GEN, bka po pwd ninyo na ang ating mga ka pulisan ay pg bawalan mg alaga ng panabung na manok at mag sabung na den kc po karamehan sa mga pulis nten ay mg sasabong my alam po akung pulis na mhilig mag sabong kpg natalo ang init ng ulo sa mga tauhan nya kya po nakakagawa ng masama ang ilan steng mga pulis dahil sa bisyo na yan pg nagawa po ninyo un lalakas ka po lalo sa mga taong bayan slmt po god bless po sa inyo,” said one of the messages received by the e-SUMBONG program of Eleazar.

In the wake of the concerns aired by the citizenry, the PNP leadership thru The Chief Directorial Staff, Lieutenant Gen. Dionardo B. Carlos reminded all police commanders nationwide of the Intensified Cleanliness Program (ICP) of Eleazar.

The PNP chief’s ICP is aimed at ensuring that all police buildings, stations and other facilities will be clean both inside and out.

Eleazar had already conducted surprise visits on some stations and Police-Community Precincts in Metro Manila to see to it that his policy is being followed to the hilt.

“I would like to seek the help of the public in this program. Pagbigyan lang natin na ayusin ng ating kapulisan ang kanilang mga opisina, stations at iba pa. Kahit walang gamit, basta walang upos ng sigarilo, balat ng candy at iba pang basura sa loob at labas, basta malinis ang toilet, ayos na ayos yan,” he said.

Eleazar said they will be needing the help of the media and the general public in reporting all infractions being committed by their men in the field including the latest which is the presence of ‘panabongs’ and their cages at the back of some police facilities.

Eleazar said all police officers and men are also banned from going inside cockpit arenas and ‘tupadas,’ casinos, places of ill repute and beer joints even while on-duty or off-duty. Violators of the PNP directive face criminal and administrative charges upon instructions from President Duterte himself.
