Creation of DDR expected to address disaster response gaps
As the country reels from a relentless series of natural disasters, Senator Christopher “Bong” Go, Vice Chairperson of the Senate Committee on National Defense and on Finance, called for a review of the government’s disaster funds.
With vast segments of the population affected, Go raised the importance of proper use of disaster funds as intended in accordance with existing laws. Although ayuda or financial assistance is a vital part of relief efforts, Go underscored that dedicated funds for such purposes already exist within agencies like the Department of Social Welfare and Development (DSWD).
Go mentioned his intention to seek clarification on how these funds have been utilized and advocate for stricter oversight to prevent any potential misuse of resources intended for disaster response.
Meanwhile, Go pointed out that during the COVID-19 pandemic,he appealed for additional allocations to replenish the dwindling disaster funds of local government units (LGUs).
“Kung noong pandemya, dinagdagan pa ang disaster funds ng mga LGUs, dapat ay ganoon din ngayon lalo na kung hindi na ito sapat,” Go recalled.
In line with his efforts to improve the country’s disaster response framework, Go reiterated his push for Senate Bill No. 188, also known as the Department of Disaster Resilience (DDR) Act. The bill, which seeks to create a specialized agency dedicated to disaster preparedness and response, has been a long-standing priority for Go.
Go stressed that the proposed creation of the DDR would address gaps in the disaster response system and prevent recurring issues regarding fund allocation and resource management.
