Cops arrest 3 most wanted in Bicol

POLICE Regional Office 5 director, Brigadier General Jonnel C. Estomo on Friday announced the arrest of three most wanted persons in Bicol region following separate manhunt operations.

In a report to Philippine National Police chief, General Dionardo B. Carlos, the Bicol police director said one of the arrested suspects is a 56-year-old hardcore member of the New People’s Army (NPA) wanted for a murder case.

He said that Alberto Lubiano alias ‘Manny Lubiano,’ a farmer from Sitio Nabasagan in Bgy. Guinhadap in Monreal, Masbate, was arrested by members of the Masbate Police Provincial Office under Colonel Joriz Cantoria late evening Wednesday.

Tagged as a member of the NPA’s Platoon 1, Kilusang Partido 4 of the CPP/NPA Bicol Regional Party Committee, the suspect was arrested on the strength of a warrant for murder issued by Judge Arturo Clemente Revil of the Masbate City Regional Trial Court (RTC) Branch 50 on August 7, 2017.

No bail was recommended for the temporary liberty of the suspect who was accused of involvement in the killing of civilians and some government employees in the province.

Estomo said the suspect transferred from one place to another to elude arrest until he was eventually spotted by informants in Sitio Mabariw, Bgy. San Agustin in Aroroy municipality.

The suspect is now being held at the Aroroy police jail.

The second identified as Cristobal Barbetsu, a 76-year-old farmer from Libon, Albay, was arrested on the basis of a non-bailable warrant for rape issued by Judge Ama Ana Rosero of the Ligao City RTC Branch 11 in Albay last February 25.

The septuagenarian was accused of raping a young woman in Malinao before going into hiding. He is now being held at the Malinao police lock-up facility.

The third identified as Michael Solano, a 33-year-old laborer from Purok 2 in Bgy. San Ramon, Tabaco City, Albay, was arrested Wednesday morning on the strength of a warrant for frustrated murder issued by Judge Louella Tindugan-Rocha of the Tabaco City RTC Branch 16 last November 17.

Local policemen under Col. Arnold Santiago arrested the suspect who is now locked up at the Tabaco City police jail.
