Convicted murderer on parole arrested for rape

PALAYAN CITY — An alleged convicted murderer now on parole, who was tagged as the city’s most wanted man with an arrest warrant for rape, was nabbed following manhunt operations conducted by the police here on Wednesday.

In his report to City Mayor Rianne J. Cuevas, city police head Lt. Col. Renato C. Morales identified the arrested parolee as Andy Pangan, 40, of Bgy. Communal, Cabanatuan City.

Morales said Pangan has been tagged as a most wanted person in this city by virtue of an arrest warrant for rape issued on July 19, 2017 by Regional Trial Court Judge Trese D. Wenceslao, of the Cabanatuan City RTC Branch 28, with no bail recommended for his temporary liberty.

The suspect’s arrest at his sister’s house in Bgy. Singalat at 9:50 a.m. came after his presence was monitored in the area after arriving two days ago from Baguio City where he was also tagged in a robbery-hold-up incident.

Records showed the arrested person who used the name William Lizada Distor or alias Randy Distor Lizada has a pending case for robbery-hold-up in Baguio City docketed under I.S. No. I-05-INV-21L-00866.

The police also stumbled on his previous case for murder upon verification of his criminal records, said Morales.

He said they discovered that an arrest and re-commitment order No. OAR- 1-B(4)-01-21-17 was issued against him by the Board of Pardons and Parole after being granted parole after previously convicted for murder.

“Sa Barangay Sapang Buho, Palayan City nangyari yung murder case niya, April 27,2006,” Morales texted this reporter on Thursday.

Pangan was also found in possession of a cal. 38 revolver with two live bullets, said Morales.

The arrested suspect is now under police custody while additional charges for violation of Republic Act 10591 and the return of his arrest warrant before the proper authorities are still being processed.
