CIAC locators seen to recover from pandemic
THE Clark International Airport Corp. on Thursday said locators at the government-owned Clark civil aviation complex will quickly recover from the adverse effects of the pandemic because of the agency’s ease of doing business regulations, the CIAC head said.
“As we navigate the new normal setup, the ease of doing business policies will rightly serve as a springboard for our existing and future locators to promptly recover from the business disruption and income loss caused by the pandemic,” CIAC president Aaron Aquino said in a statement.
Aquino added the agency’s policies ensure that registration and lease processes are transparent and streamlined with reduced number of documentary requirements and at reduced number of steps for lesser processing time.
The statement was made after a recent meeting via video link of CIAC executives with Anti-Red Tape Authority staff on regulatory management system and regulatory impact assessment issues.
Aquino, a former police general, said his marching orders to the CIAC management team is “to simply comply with the 3-7-20 rule: ensure the completion of simple transactions in three days, complex transactions in seven days, and highly technical transactions in 20 days.”
CIAC has been operationalizing these measures since President Duterte approved Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
“By easing business transactions, we’ll be able to create an ideal investors’ destination and improve the business climate here at Clark, renew our competitiveness, encourage more foreign investments, and promote post-pandemic economic recovery, as well,” he added.
CIAC has in place its Strategic Development and Corporate Management office for regulatory review, assessment and monitoring of the quality and effectiveness of its policies that affect operations of the agency’s locators, the statement said.
Locators at the civil aviation complex gave the CIAC a 97.78 percent rating for its conduct of transactions and delivery of services during a Customer Satisfaction Survey conducted by a third-party statistician in November 2021.
CIAC is the government firm tasked to develop the Clark Civil Aviation Complex, home to the privately-run Clark International Airport, as well as the mixed-use business district Clark Global City, and several locators in cargo and aviation-related businesses.
