Castelo: Ibasura jail term sa di pagsuot ng face shield sa QC

HINILING nitong Linggo ni Quezon City Councilor Winnie Castelo sa city council ng Quezon City na alisin na ang multa at pagkakabilanggo sa sinomang mahuhuling hindi nagsusoot ng face shield sa ilalim ng Ordinance No. 2965, S-2020 dahil hirap na hirap na ang mga tao sa coronavirus disease-19 (COVID-19) pandemic.

“We do not oppose the wearing of a face shield, but there should be no P300 to P1,000 fines and/or imprisonment for not wearing it because people are already suffering from the pandemic. It’s not a crime to be poor and the imposition of these forms of punishment is anti-poor,” ani Castelo, dating kongresista sa 2nd District ng Quezon City.

Isa si Castelo sa pangunahing awtor na nagsusulong na alisin ang nasabing parusa sa ordinansa.

“If we continue to insist on the wearing-of-a-face-shield requirement, the government should provide the face shields for free. Otherwise, we should remove the penalties. Community work as punishment would suffice,” ani Castelo.

Sa ilalim ng Ordinance No. 2965, mayroong P300 multa sa unang offense, P500 sa pangalawang paglabag at P1,000 o pagkakakulong ng hanggang isang buwan, o parehong parusa depende sa desisyon ng korte sa ikatlong pagkakataon ng hindi pagsunod sa ordinansa.

Sinabi ni Castelo na nalalantad rin sa peligro ng COVID-19 ang mga taong nagbabayad ng kanilang multa sa Q.C. Hall.

Iginiit ni Castelo na hindi rin inererekomenda ng Department of Interior and Local Government (DILG) at Department of Health (DoH) ang pagpapatupad ng nasabing kaparusahan.

Kasama ni Castelo bilang co-authors sa pagrebisa sa ordinansa sina Councilors Karl Edgar Castelo ng District 5 at Melencio Castelo Jr. ng District 6.
