Castelo hiniling P750M subsidiya para sa mga QC public hospitals
IPINANUKALA ni District 2 Councilor Winnie Castelo na maglaan ng karagdagang P750 milyong subsidiya sa mga ospital na pinatatakbo ng Department of Health (DoH) sa Quezon City upang lalong mapagsilbihan ang mga mahihirap.
Sa ilalim ng Ordinance No. 514, S-2021 ni Castelo, running mate ni mayoralty candidate Mike Defensor, ilalaan ang pondo para masigurong mabibigyan ng mas maayos na atensiyong medikal ang mga residente ng lungsod.
Kabilang sa mga pampublikong ospital sa QC na pinatatakbo ng DoH ang National Kidney and Transplant Institute (NKTI), East Avenue Medical Center (EAMC), Philippine Heart Center (PHC), Lung Center of the Philippines (LCP), Philippine Children’s Medical Center (PCMC), Philippine Orthopedic Hospital, at Quirino Memorial Medical Center.
“These hospitals receive subsidies from the national government, a portion of which is allocated as financial assistance to indigent patients,” ani Castelo.
Dahil sa malaking populasyon ng QC, sinabi ni Castelo na hindi nabibigyan ng atensiyong medikal ang mga tao dahil sa limitadong pondo.
“Thus, the city has to give them a counterpart subsidy, in addition to what they get from the national government. The city counterpart would be reserved for city residents,” ani Castelo.
Ikinalungkot pa ni Castelo na apat sa DOH-run hospitals sa Quezon City na ginagamit bilang COVID-19 treatment facilities ang nahaharap sa bawas pondo na nagkakahalaga ng P961 milyon sa susunod na taon. Based sa budget documents na isinumite sa Kongreso, sinabi ni Castelo na aabot lamang ang pondo ng LCP, isang COVID-19 referral hospital, sa P405 milyon sa 2022 na mas mababa ng P100 milyon sa P505-milyong badyet ngayong taon.
Mas maliit naman ng P9 milyon ang badyet ng NKTI sa 2022 kumpara sa kasalukuyang P1,271,442,000 nitong pondo ngayong taon.
Aabot na lamang sa P1,766,827,000 ang pondo ng PHC sa susunod na taon o mas mababa ng P29 milyon.
Sinabi ni Castelo na pinakamalaki ang budget cut ng PCMC, gumagamot ng mga batang tinamaan ng COVID-19, na aabot sa P823 milyon matapos ibaba sa P1,110,891,000 ang pondo nito sa 2022.
“We should be increasing funds for these hospitals at this time of pandemic, instead of reducing them. The proposed city subsidy would be a timely augmentation of the resources of DoH health facilities,” ani Castelo.
Kasama rin ni Castelo sa pagsusulong ng panukala sina Councilor Karl Edgar Castelo ng District 5 at Councilor Melencio Castelo Jr. ng District 6.
