Calbayog City site of gov’t 3-pronged aid-service thrust
CALBAYOG City — A total of 9,000 beneficiaries were provided with different cash, education and livelihood programs coinciding with the Bagong Pilipinas Serbisyo Fair (BPSF).
Samar became the center of government service delivery with the rollout of critical aid programs under three programs of the Marcos administration .
Spearheaded by Speaker Ferdinand Martin G. Romualdez, the Cash and Rice Distribution (CARD) Program, the Start-Up, Investments, Business Opportunities and Livelihood (SIBOL) Program and the Integrated Scholarship and Incentives for the Youth (ISIP) Program targeted vulnerable sectors not covered by institutionalized programs like the 4Ps.
Romualdez emphasized that these programs are part of the government’s broader commitment, following President Ferdinand “Bongbong” R. Marcos Jr.’s directive to deliver assistance to all sectors of society.
“Ang utos ng ating Pangulong Bongbong Marcos ay tiyakin na maabot ng tulong ng pamahalaan ang lahat ng nangangailangan, lalo na ang mga hindi saklaw ng mga regular na programa. Ang CARD, SIBOL at ISIP ay nagpapakita ng malasakit at pagkalinga ng gobyerno para sa bawat Pilipino,” Romualdez said.
The CARD Program provided immediate relief to 3,000 individuals, including senior citizens, persons with disabilities, single parents and indigenous peoples.
Each beneficiary received P5,000 in financial aid and 10 kilograms of rice, ensuring that basic needs were met amidst challenges like rising rice prices.
The SIBOL Program targeted 3,000 MSME owners, helping them jumpstart or sustain their businesses.
Each beneficiary received P5,000 in cash and five kilograms of rice, demonstrating the government’s dedication to empowering entrepreneurs and fostering local economic growth.
The ISIP for the Youth Program gave financial aid to 3,000 students, providing financial and educational assistance tailored to help young Filipinos achieve their dreams.
Each student received P2,000 every six months through DSWD’s Assistance to Individuals in Crisis Situations (AICS), P15,000 annually under CHED’s Tulong Dunong Program (TDP) and priority employment slots under DOLE’s Government Internship Program (GIP).
Each student also received five kilograms of rice.
“Ang ISIP ay isang mahalagang programa para sa ating kabataan. Sa pamamagitan ng suporta sa kanilang edukasyon, binibigyan natin sila ng pagkakataong bumangon at magtagumpay sa kanilang mga pangarap,” Romualdez said.
While distinct from the BPSF, these initiatives complemented the program by addressing gaps in government support for specific sectors, such as youth, MSMEs and marginalized communities.
Together, Speaker Romualdez said, they created a comprehensive framework for aid delivery during the Samar event.
He added that these programs, coinciding with the BPSF demonstrated the government’s holistic approach to public service delivery, ensuring that no Filipino is left behind.
“Ang sabayang pagkilos ng mga programang CARD, SIBOL, ISIP at BPSF ay patunay ng ating layunin na maghatid ng serbisyong nararapat sa bawat Pilipino. Sa ganitong pagtutulungan, nakasisiguro tayo ng mas maginhawang kinabukasan para sa ating bayan,” Speaker Romualdez said.
