A CHINESE national who was found to have five passports inside his office at the Fontana Resort in Clark, Pampanga which was raided last June has been identified as the “boss of all bosses” of Philippine Offshore Gaming Operators or POGO firms turned “scam farms”, a top official of the Presidential Anti-Organized Crime Commission said on Thursday.
PAOCC executive director Undersecretary Gilbert DC Cruz confirmed that one Huang Zhiyang is behind all illegal POGO activities in the country during a radio interview.
“Basta yun po yung may limang passports,” the official said.
He added that the same Chinese national was also the same guy who helped dismissed Bamban, Tarlac Mayor Alice Guo get hotel accommodations in Singapore until the latter was tracked down and arrested in Indonesia last week.
The PAOCC however is also helping investigate Zhiyang’s role in Guo’s successful effort to leave the country undetected by Immigration authorities until she was monitored to be hiding in Indonesia.
“‘Yung Huang Zhiyang, ‘yan din po yung nasa Singapore, ‘yan po ‘yung—kung napansin niyo ‘yung tumulong po kay Alice Guo para ma-accommodate siya sa isang hotel,” he said after Senator Jinggoy Estrada identified Zhiyang as “most probably” the foreigner who helped Guo leave Manila.
Sen. Estrada also said he has heard that Zhiyang, who is believed to be in Taiwan, is “the boss of all the bosses” when it comes to illegal POGO activities in the country.
Usec. Cruz admitted that prior to the raid at the Bamban POGO hub, he has been approached by some individuals to go easy on Guo and even help in having the cases against her dismissed.
“Actually sir, nu’ng bago pa lang po raid-in ‘yung Bamban POGO, may nagpaparamdam na po, mga lumalapit na nga po. Hanggang sa ma-file-an ng kaso, hanggang sa magtago siya,” the official said.
He added that some of his friends were also approached by people who are trying to help Guo.
“Ang dating po parang kuwentuhan lang po na lalapit sa iyo tapos babanggitin, kakamustahin ang kaso, pero ramdam mo naman po ‘yun kapag kumikiling sila sa ganyan. Sinasabi ko sa kanila kako ‘wag niyo na ulit kausapin ‘yan kasi parang alam ko na kung anong patutunguhan ‘yung nu’ng usapan niyong ‘yan,” the official said.
Guo has been locked up at the maximum-security PNP Custodial Center in Camp Crame following her arrest in Indonesia last week.
Usec. Cruz said they are looking for four the slleged burial sites at the raided Lucky South 99 POGO firm in Porac, Pampanga where some of their foreign workers were said to have been killed and buried.
“Kung meron man, ia-ano po natin ‘yan, ibabangga po natin ‘yan sa listahan doon sa mga missing persons ng mga embassies,” he said.
Last June, the PAOCC said three Chinese nationals arrested at the raided POGO hub in Fontana Resort were relatives of Zhiyang.
