Bicol cops gain headway in anti-crime, anti-insurgency drive

BicolMEMBERS of the Police Regional Office 5 (PRO5) in Bicol since the year started have gained a significant headway in their campaign against drugs and other forms of criminality and insurgency in the region earning them commendations from the Philippine National Police (PNP) leadership headed by General Rommel Francisco D. Marbil, the Journal Group learned.

Under Brigadier Gen. Andre P. Dizon, the Kasurog cops have been acknowledged for their efforts to ensure peace and order while enforcing the law without ‘fear nor favor’ in the region which is comprised of the provinces of Albay, Sorsogon, Masbate and Catanduanes.

The PRO5 is in-charge of keeping peace and order in 3,471 barangays scattered in the cities of Iriga, Legazpi, Ligao, Masbate, Naga, Sorsogon and Tabaco.

Known as the Game-Changer General, Dizon, a product of PNP Academy ‘Sandigan’ Class of 1994 has led the Bicol police in scoring remarkable achievements and ensuring they will uphold the highest standard of service and professionalism since he took over as the PRO5 director in December 2023.

Brig. Gen. Dizon is known for leading his men in the conduct of daily motorcycle and bike patrols in Legazpi City and its nearby municipalities.

Last April 15, the Bicol police conducted six anti-narcotics operations which resulted in the arrest of five known drug personalities in the region who yielded more than P80,000 worth of shabu and marijuana.

From March 31 to last April 6, the PRO5 arrested 20 suspects involved in illegal drug activities and recovered at least P1.140 million worth of the so-called ‘poor man’s cocaine.’ The local police also conducted six for illegal possession of firearms, 97 most wanted persons and recovered more than P400,000 worth of evidence used in the conduct of illegal fishing and illegal logging activities during the period.

Last April 18, the Masbate police arrested a known ‘high-value target’ in an anti-drug operation in Barangay Gahit in Cataingan, Masbate who yielded some 14 grams of shabu.

Another sting in Iriga City led in the arrest of a 38-year old ‘HVT while three others were apprehended for the same offense last April 16.

On April 17, another anti-drug operation in Bgy. San Agustin in Iriga City led to the arrest of another ‘HVT’ in the region who yielded an estimated P238,000 worth of shabu.

Another buy-bust operation last April 15 in Bgy. Marintoc in Mobo, Masbate resulted in the arrest of a top drug personality and the recovery of around P577,000 worth of shabu.

In Camalig, Albay, police also recovered a cache of New People’s Army firearms following a gunbattle with a band of rebels in the morning of April 18.

The PRO5’s gains against insurgency has prompted Presidential Peace Adviser Secretary Carlito G. Galvez, Jr. to express confidence that Bicol region will be soon realizing its full economic potential after armed conflicts in the region have significantly gone down.

He said that thru the combined efforts of the PRO5 and the Armed Forces, incidents of armed conflict in the region had substantially decreased with the dismantling of seven NPA guerrilla fronts in Bicol.

The major reduction in the number of communist insurgents is a clear indication that the Marcos Jr. government is gaining major headway in putting an end to the decades-long insurgency.

Brig. Gen. Dizon himself said that a ‘whole-of-nation approach’ is needed in achieving lasting peace in Bicol since it involves the need to resolve complex social issues, engaging in constructive dialogues with the community and strengthening peace and security in the region.

The official has renewed their unwavering commitment to the government’s peace process and efforts which he said really requires the active support and cooperation plus the dedication and understanding of all sectors involved.
