BUREAU of Immigration (BI) operatives arrested on Wednesday a South Korean long wanted for engaging in telecommunications fraud in his country.

Immigration Commissioner Norman Tansingco identified the arrested as Kang Hee Woo, 35.

He was arrested in Malabacat City, Pampanga by elements of the BI’s fugitive search unit (FSU). Tansingco said Kang will be sent back to Seoul immediately. He is banned from re-entering the country.

“It took almost five years of intensive manhunt and surveillance operations before we were able to arrest him. This serves as a warning to other foreign fugitives hiding in the Philippines.

The long arm of the law will eventually catch you wherever you may be,” the BI chief said.

The BI chief said the Korean is also a subject of an Interpol red notice issued in 2021.

According to the Interpol’s national central bureau (NCB) in Manila, the Seoul central district court and Seoul Dongbu central district court have issued separate arrest warrants against Kang for alleged involvement in telecom fraud.

Kang is accused of being a ranking member of the Youngjae-Han telecom fraud syndicate, a group believed to have defrauded various victims of more than one billion won ($740,000).

The syndicate is allegedly engaged in voice phishing operations through random calls to its victims in Korea.
