THE Bureau of Immigration (BI) reported the arrest of two South Korean fugitives in Makati and Pampanga.

Kang Mingyu, 56, was arrested Friday in his condominium unit in Makati City by operatives from the bureau’s fugitive search unit (FSU).

BI Commissioner Jaime Morente said a warrant was issued for the Korean’s arrest pursuant to a summary deportation order that the BI board of commissioners issued against Kang in 2020 for being an undesirable alien.

“We will immediately implement the order and send him back to his country. He has also been placed in our blacklist which perpetually bans him from re-entering the Philippines,” the BI chief stated.

Records show that a warrant for Kang’s arrest was issued in June 2020 by the Dongbu district court in Seoul where charges of large-scale fraud were filed against him.

Kang is also subject of a red notice issued by the Interpol in 2020 after it was learned that he had fled to Manila to evade prosecution.

Seoul authorities have alleged that between August 2016 and November 2019, Kang and his accomplices defrauded their victims of some 700 million won, or nearly US$600,000, by promising to pay his debts to them.

Kang allegedly tricked the victims by claiming he would invest their monies in his import/export, gold bar trading and real estate businesses.

Meanwhile, the FSU also reported the arrest of Jung Youngmin, 51, who was nabbed along Andres Bonifacio Avenue in Clark, Pampanga on Saturday.

Jung was arrested pursuant to a mission order from Morente, which was issued after the BI received information about his crimes from Korean law enforcement agents.

He is the subject of an arrest warrant issued by the Seoul Nambu District Court in South Korea in September for setting up places for gambling, in violation of the Criminal Act of Republic of Korea.

He was said to have profited 28.79 billion Korean Won or more than 23 million USD in his scheme.

Morente thanked the South Korean government for providing information about the crimes committed by said fugitives. “Our strong partnership with our foreign counterparts helps us rid our country of these undesirable aliens and ensures justice is served,” he stated.

Kang and Jung will be detained at the BI warden facility in Taguig pending their deportation.
