2 Ilocos Sur cops dismissed over rape, murder cases arrested

TWO Ilocos Sur policemen dismissed from the force after they were charged with rape and murder cases in June 2020 were arrested by agents of the Philippine National Police Integrity Monitoring and Enforcement Group (PNP-IMEG) on Wednesday afternoon, a report to PNP chief General Guillermo Lorenzo T. Eleazar said.

PNP-IMEG director Brigadier Gen. Flynn E. Dongbo identified the two as ex-Staff Sergeants Marawi Torda, 34, and Randy Ramos, 37, both residents of San Juan, Ilocos Sur.

The official said members of the PNP-IMEG Luzon Field Unit, with the assistance of the Police Regional Office 1 (PRO1) and Ilocos Sur Police Provincial Office (PPO) personnel, served the warrants of arrest issued against the two in Bgy. Bannuar 12:30 p.m. Wednesday.

Dongbo said the two voluntarily appeared at the San Juan Municipal Police Station after learning that warrants for their arrest have been issued by Judge Homey Jay Ragonjan of the Cabugao Regional Trial Court Branch 24.

The judge issued a warrant of arrest for murder against the two accused with no bail recommended. He also issued a warrant of arrest against Ramos, also with no bail recommended, and a warrant of arrest against Torda for acts of lasciviousness with a P200,000 bail recommended.

The PNP-IMEG filed the criminal charges against the two before the Department of Justice in 2020.

The two were investigated for their role in the ambush-killing of a 15-year-old girl-turned complainant in a case of acts of lasciviousness against one of the accused.

They were immediately placed under restrictive custody at the Ilocos Sur PPO headquarters following the case which attracted national attention and prompted then PNP chief General Archie F. Gamboa to say he wants the stiffest penalty for the duo.

“They are not men in uniform but animals who deserve to be jailed for life. Walang awa, walang puso, walang kwentang pulis,” Gamboa said then.

PRO1 also provided security to the 18-year-old rape victim and her family and ensured the availability of all PNP prosecution witnesses in court proceedings to expedite the murder trial simultaneous with summary administrative procedures.

The two were charged with murder in connection with the killing of the 15-year- old girl who earlier filed a complaint for acts of lasciviousness against Torda. On the other hand, the slain girl’s cousin filed a rape case against Ramos.

An initial investigation showed that the two girls from Cabugao were arrested for violation of curfew and were very drunk when the two policemen allegedly took advantage of them.

However, the 15-year-old girl managed to escape and was eventually shot dead on July 2, 2020, after going to the local police station to file a complaint against the two accused. Two motorcycle-riding men shot the victim as she was on her way home with some relatives.

PNP-IMEG also filed complaints for obstruction of justice against then Cabugao MPS chief Captain Ramil Llarenas and Staff Sgt. Mary Joy Pascua, then the head of the Cabugao MPS Women and Children Protection Desk, in the aftermath of the investigation into the rape-slay case.

Llaneras was relieved for command responsibility while Pascua was sacked from her post for allegedly delaying the arrest of the suspects and investigation of the rape complaint.

PNP-IMEG also filed a case for obstruction of justice against the chairman of Bgy. Daclapan where the victims lived after he reportedly “enticed” the victims and their families to drop the complaint against the two policemen.
