NATIONAL Capital Region Police Office (NCRPO) Director Brigadier General Jonnel C. Estomo on Wednesday announced the surrender of 10 “hardcore” members of the New People’s Army (NPA) operating in the Bicol region as the country marked the 50th anniversary of the declaration of “Martial Law”.

The official said that the ten also turned over deadly weapons and explosives, including one caliber 5.56 automatic rifle with six magazines containing 122 rounds of live ammunition, four rounds of 40mm grenade launcher ammunition, a home-made 12-gauge shotgun, two 12-gauge shotguns, 48 live shotgun ammunition, and two cal. .38 revolvers with two bullets.

Estomo identified the ten only thru their rebel monikers “Ka Gener”; “Ka Michel”; “Ka Evelyn”; “Ka Darvin”; “Ka Bunso”; “Ka Daddy”; “Ka Beng”; “Ka Rading”; “Ka Bukbok/Rowen”; and “Ka Roy”.

He said that the ten are “known members” of the CPP (Communist Party of the Philippines)/NPA Bicol Regional Party Committee particularly operating in the provinces of Sorsogon and Camarines Norte. Some of them have served as NPA medical staff, finance officers, and actual NPA armed members.

In a report to the Philippine National Police chief, Gen. Rodolfo S. Azurin Jr., the NCRPO chief said that the ten yielded following negotiations with him and his officials made as early as during his stint as Police Regional Office 5 (PRO5) director in Bicol region.

He said that he and his men are convincing more NPA rebels to lay down their arms and return to the mainstream of society as part of their full support for the government’s effort to “end local communist armed conflict.

“This is a breakthrough accomplishment as we have convinced ten hardcore NPA members to surrender in the highly-urbanized Metro Manila and express their confidence to renounce the leftist ideology and re-embrace democracy under the Marcos administration,” Estomo said.

The official presented the ten during ceremonies held at the Lupang Pangako covered court in Barangay Payatas, Quezon City. He welcomed the ten and led their renunciation of membership and support to the CPP/NPA and their swearing of the oath of allegiance to the Republic of the Philippines.

The ten shared their “sad” experiences while still with the rebel movement, which he said “deceit” them with empty promises.

The occasion highlighted the Inter-agency “Serbisyo Caravan” hosted by the National Intelligence Commission Agency JRTF-NCR in collaboration with the Departments of Health, Trade and Industry and Labor and Employment, and the Technical Education and Skills.

The NCRPO, NICA, and the four other agencies brought government service to local residents by offering them free medical consultations, dental check-ups, and livelihood seminars.

According to Estomo, the ten had sent surrender “feelers” to him when he was still the Bicol police director and followed him all the way to Metro Manila just to yield.

“Unti-unti na nating nararamdaman ang epekto ng programa ng ating Chief PNP ang ‘MKK=K’ kung saan ang isang sangkap na ‘Kapayapaan’ ay magbubuo ng tunay na ‘Kaunlaran’ sa ating bansa na siya din namang pangarap ng ating Pangulong Bongbong Marcos,” the official said.

Estomo also renewed the appeal to other members of the underground communist movement to surrender with the guarantee they would be given the necessary assistance they needed from the government.

“Tuloy-tuloy po ang ating panawagan sa iba pa nating mga kababayan na nariyan pa sa mga kabundukan o kahit nandito man sa siyudad na ang NCRPO ay bukas bente kwatro oras upang sila ay aming tanggapin,” he said.

“Naniniwala din ako na ang maayos at matibay na ugnayan sa ating mga komunidad ay daan para mapanatili ang katahimikan sa ating rehiyon. Ang inyong tiwala, pagpapahalaga at pakikilahok ay kaugnay ng ating programang S.A.F.E NCRPO kung saan habang kayo ay natutulog kami ay nagtatrabaho kaya’t napasuko natin itong mga kababayan natin na naloko ng masamang paniniwala sa mahabang panahon,” Estomo said.
